És akkor most egy kicsit hosszabban. Nagyon sokat olvasom a közel-keleti sajtókat, hírügynökségeket, napi szinten is.
Én úgy látom, hogy igazából az izraeli-palesztin konfliktusnak két megoldása van, illetve létezik a kettő ötvözete, ami gyakorlatilag évtizedek óta fennáll és vezet a különböző körülmények között létrejövő patthelyzetekhez.
Az egyik megoldás valamely fél totális katonai győzelme a másik felett. Ez csak úgy képzelhető el, ha gyakorlatilag valamelyik oldal népessége több tíz százalékos veszteséget szenved el. Ráadásul hozzátéve azt is, hogy egy ilyen súlyú háború valószínűleg nagyon kiszélesedne, mert bármelyik fél ilyen méretű veresége esetén, és már jóval előbb is nagyon nagy valószínűséggel lennének országok, akik innen is és onnan is beavatkoznának. Ami nagyon nagyon csúnya eredményre vezetne és remélem ezt sose kell meglátnunk.
A másik lehetőség az, ha mindkét oldal elindul egy békésebb irányba, egy tárgyalásos békefolyamat felé. Ez abból áll, hogy a palesztin fél az izraeli többséget, az izraeli fél pedig a palesztin többséget győzze meg (január közepéig a palesztin többség már-még megvolt ehhez), hogy egy ilyen rendezés létrejöhet illetve mindkét fél önmaga többségét, hogy ezt a kétállami megoldást elfogadja.
Ahhoz viszont, hogy ez megtörténhessen mindkét félnek nagyon sok múltbeli és a fennálló helyzet miatt jelenlegi is meglévő, folyamatosan fennálló sérelmeket (például izraeli oldalról nem letartóztatni mindenkit, akinek vér tapad a kezéhez vagy palesztin oldalról elviselni bizonyos utazási korlátozásokat, illegális telepeket) kell türelemmel viselnie (Mert ha nem? Gondoljuk végig hova vezetne. Palesztin területeken sokan vannak szabadon, akiknek tapad vér a kezéhez. Igazságos lenne büntetni őket? Nem kérdés. De nézzük tovább. Jó eséllyel közülük sok ellen fog állni egy letartóztatásnak, tűzharc lesz és meghal valaki. Ha izraeli, akkor további vér tapad palesztin kézhez, ha palesztin, akkor ez bosszút érlel, rakétacsapások lesznek, előbb-utóbb áldozatt(okk)al és ez által újabb letartóztatást kéne elrendelni, ami újfent ellenállásba fog ütközni és a kör újra indul. Ugyanez a kör indul el akkor is, ha az illegális izraeli telepekre vagy épp úttorlaszokra válaszul a palesztin fél rakétákat lő ki.), remélve, hogy ezek szép lassan fokozatosan meg lesznek oldva, még ha esetleg lassabban is, mint várná, pláne, mint szeretné. (mert az már most múlt idő)
Az alapvető ebben az, hogy a „kisebb” napi sérelmektől folyamatosan el kell tekintenie a feleknek, ha el akarnak jutni abba a bizalmi helyzetbe, hogy a nagyobb kérdéseket megoldhassák.
Ami pedig a Hamaszt és Izraelt illeti. Legvégső soron nem az a lényeg, hogy õk ketten meg fognak e egyezni. Hanem az a lényeg, hogy a palesztinok és az izraeliek meg fognak e egyezni.
Ami a Gázai övezetet illeti, ez a kérdés valójában nagyobbrészt már rendezett. Egyrészt Izrael kivonult onnan, tehát területi igény itt már nem lehet (az áram, víz és áruk blokádjánál pedig mindaddig, míg nincs egy békés gázai vezetés igyekezni kéne minél inkább csak a vezető réteget sújtani, azokat akik jó eséllyel Hamasz támogatók, még inkább: vezetők is), másrészt, amíg a palesztin egység fennáll, addig egy demokratikus választáson győztes kormány e terület felett is rendelkezik és ha ezt valaki, tehát mondjuk a Hamasz nem fogadja el, onnantól ez egy palesztin belső kérdés, amiben akár nemzetközi erők is segíthetik az akkor már regnáló kormányt.
Ráadásul, ha a Ciszjordán területi kérdés rendeződik (annak vonzataival együtt, mint telepesek, telepek, szent helyek és Jeruzsálem kérdése, stb. illetve az arab államoktól diplomáciai kapcsolatok rendezése), onnantól nagyon nehéz lesz kifele mutogatni, csak arra kell nagyon figyelni, hogy lehetőleg a békekötést követő első választáson olyan palesztin kormány nyerjen, aki elfogadja a békét, mert az aztán követõ idõszakban a terület békéjének és lehetõleg gyors fejlõdésének köszönhetõen ez a kormány megtarthatja majd a hatalmát. (de ez már egy egészen más kérdés, mint jelenleg)
Tehát ha a Hamasz nem fog megegyezni, akkor arra kell ügyelni, hogy a palesztinok körében való támogatottsága csökkenje. Olyannyira, hogy más kerül a helyén hatalomra (legkésõbb 2 év múlva választások lesznek), akkortól nincs semmifelé gázai kérdés. Onnantól kezdve az lesz a lényeg, hogy az a hatalmi tényezõ (aki lehet majd például a jelenleg támogatott nyugati-parti kormány), az meg fog e egyezni Izraellel és egyszersmind hajlandó lesz e felvállalni a belsõ konfliktust a terrorizmus felszámolására, továbbá, hogy meg lesz ehhez a kellõ ereje. Utóbbiban pedig ahogy csak nemzetközileg elfogadottan lehetséges majd támogatni kell.
Emiatt számít a Hamasz-szal szembeni izraeli politika, hogy az a szavazókat ne idegenítse el a békefolyamattól (Kissinger írja a Diplomácia címû könyvében, hogy elméletileg kétféleképpen lehet felülkerekedni a gerrilákon. Az egyik lényegében védekezõ jellegû és azt igyekszik megakadályozni, hogy az ellenség ellenõrzése alá vonja a lakosságot. Na most ha az izraeli katonai akcióknak palesztin civil áldozata van, az éppen hogy segíti a Hamaszt a lakosság körében) és, hogy ha a Hamasz-szal nem lehet megegyezni, akkor csak kisebbségben legyen a palesztinok között.
Ebben a politikában sokat segíthetné Izraelt, ha a felé kilõtt rakéták ellen lenne bármifajta védelmi rendszere (legyen akár rapidfire gun vagy Skyguard vagy Iron Dome).
Ugyanis a terrorista a katonákat megkerülve támadja a civileket. Ezzel a direkt támadással szemben az indirekt harmadik fél, a katonai védekezés (pláne támadás) erõltetése napjainkban maximum is csak félmegoldás (a támadás pedig – hacsak nem egészen célzott, tehát nem érinti a civileket – inkább csak elmélyíti a konfliktust), kellenek direkt önálló védekezési, védelmi eszközök a civileknek. Ha ezek elég erõsek lesznek, akkor a terrorista vagy komolyabb fegyverekhez kell nyúljon, amire védelmül már ott a hadsereg, vagy enyhébbekhez, ami már nem terror. A komolyabb fegyverek beszerzése ráadásul nehezebb is, a beszerzésük útja jobban nyomonkövethetõ is, ezzel növelve a támogató ország kockázatát, másrészt bevetésük kevésbé elfogadható a választói körben is, tehát bevetésükkel a terrorcsoport hosszabb távon akár kockára teszi népszerûségét is.
Ugyanígy, ha az öngyilkos merénylõket is legalább idõnként ki tudnák szûrni, akkor a terroristáknak sokkal nagyobb számú esetben kéne próbálkoziuk, sokszor eredménytelenül végzõdne az akciójuk és ez jelentõsen csökkentené az elismertségüket.
Ha a fentebb említettek megvalósulnának, akkor Izrael is jóval kevésbé szorulna rá az ellencsapásokra, így a béketárgyalások sikerességének esélye jelentõsen nõne. (Mert a terrorista igazán a rá adott és az övéi között kritizálható viszontválasszal (ebbe beleértve, nyilván eltérõ mértékben, a terrortól való félelem miatt adott úttorlaszokat és mindenféle ütközési helyzetet) szerez igazából támogatókat és nem, de legalábbis nem elsõsorban a saját, amúgy is általában viszonylag alacsony hatékonyságú akciójával. Különösen igaz ez akkor, ha a gazdasági fejlõdés, az ellátás és szolgáltatás nem a terrorista, hanem egy másik békés félhez köthetõ.)
Ha azt akarjuk, hogy az izrael-palesztin helyzet békésebb legyen, akkor az egyik oldalnak fel kell hagynia a fegyverek diplomáciájával és el kell kezdenie az erõszakmentességet gyakorolni (ebben segíthetnek a védelmi eszközök, mert egy ilyen politikához nagyon nagy türelem kell és védelmi eszközök nélkül körülbelül egy Gandhi karizmáját igényelné az izraeli miniszterelnöktõl) és egész addig folytatni, míg a másik oldal nem teszi szintén, mivel (történelmi példák során látszik, például Krisztus, Gandhi, Luther King) az erõszak visszaszáll alkalmazójára („A gyûlölet magától visszaszáll azokra, akik táplálják” - Beethoven.)
Hasonlóan a palesztin félnek is érdeke lenne a meglévõ béketárgyalások folytatása, mert abban adott a lehetõség egy önálló Palesztina megteremtésére, adott a lehetõség hatalmas életszínvonalváltozásra, de még a szent helyek és Jeruzsálem kérdésének rendezésére is.
Ha a Hamasz nem tud megegyezni Abbasz-szal és nem képes csatlakozni a békefolyamathoz, hanem a meglévõ lehetõség ellenére ragaszkodik az erõszakhoz, akkor két dolog történhet. Az egyik esetben Izrael képes lesz végigvinni az egyel fentebbi bekezdésben vázolt gondolatra épülõ folyamatot, Abbasz megerõsödik, választást nyer és õ fogja tûzzel-vassal támadni a Hamaszt. A másik esetben a békefolyamat megszakad és a palesztin nép mélyebbre esik vissza, mint három vagy öt éve, folyamatos harcban fog élni Izraellel és nyomorban.
Ha majd aztután valamikor a katonai megoldás végletes méreteket fog ölteni, akkor a harcok a Közel-Keleten minimum Szíriában és Iránban is folyni fognak. Ez viszont nagyon sok áldozatot feltételez és hatalmas áldozatok árán sem reális a palesztin fél bármiféle gyõzelme ezen az úton.
Van egy muzulmán hagyomány a Prófétáról, ami a következõképpen szól: „Egy ember kérte a Prófétát - Isten áldja meg õt és adjon neki üdvösséget! - : "Adj nekem életre szóló útmutatást!" Mire õ így szólt: "Ne gerjedj haragra!" És még többször elismételte: "Ne gerjedj haragra!"” (16. hagyomány)). Manapság ezt a Hamasz vezetõi nem fogadják meg, mert a józan eszüket félretéve újra és újra mindennapi „kis” sérelmeik megtorlásáig néznek csak elõre, s nem azt, hogy évtizedes és legfõbb sérelmüket orvosolhatnák (s vele aztán a mindennapiakat is), ha félretennék a fegyvereket.
Ma adott egy békefolyamat, amiben léterhozhatnák az önálló Palesztinát. Amenyiben a kétállami megoldást és annak vonzatait elfogadnák (Izrael elfogadása illetve a vele való békés egymás mellett élésé), akkor a Hamasz akár egy vezetõ párt lehetne a majdani Palesztina élén. Ez a majdani Palesztina tartalmazná Kelet-Jeruzsálemet, további Ciszjordán területeket, a Gázai-övezetet, szent helyeket és nem tartalmazna semmiféle katonai megszállást, korlátozást, stb. (értelemszerûen a két fél által elfogadott majdani békeszerzõdés szerint)
Ma a Hamasz ezt leginkább úgy tudná támogatni, ha minél inkább békésebb és a folyamat mellett tüntetésekkel és felvonulásokkal és (pl. a Hezbollahhal együttmûködve) világszerte békés megmozdulásokkal kampányolna a folyamat sikeréért. Ráadásul, ha a Hamasz attól fél, hogy Izrael nem akar igazán békét, akkor ez lenne az a helyzet, amiben Izrael számára legkevésbé lenne kibúvó egy békekötés alól. Világszerte figyeli már most is a sajtó a palesztinok életét, ilyen eseményeket nagyon komolyan, a terrorszervezet ilyettén módosulását/változását komolyan megtámogatnák. Nem lenne terror, nem lennének öngyilkos merényletek, rakéták, nem lenne mit hiányolnia az izraeli oldalnak a békéhez és jó eséllyel nem is hiányolna, béke lenne.
Persze a két (?) fentebbi bekezdésben vázoltak egyoldalú gyakorlati megvalósulása esetén idõnként kell erõt mutatni, a saját közvélemény megtartása érdekében. (de minél hatásosabb a civilszféra védelme, ez annál kevésbé szükséges; ha pedig a két fél egyszerre folytatja a fent leírtakat, akkor még kevésbé)
Ahhoz, pedig, hogy a két fél (Hamasz-Izrael) leülhessen egymással tárgyalni, mindkét oldal számára hasznosak lennének azok az egyoldalúan kinyilvánított kódexek, amiket korábban (néhány hónapja) itt fórumban már vázoltam, mert onnantól mindegyik mutogathatna arra, hogy mi az amit megtenne, de jóindulatában mégse (mert azért általában mindkét fél igyekszik jobb lenni, mint azt mások és különösen a másik fél gondolná róluk) és egyszersmind mindenki látná, hogy milyen tettért cserébe mit várhat, és hogy támogatja e azt a politikát avagy sem.
Azután, ha a politikusok olvasnák mindkét oldal ilyen szövegeit, akkor látnák, hogy mondjuk egyetlen letartóztatás vagy épp egyetlen Kasszám rakéta kilövése akár nagyon messzire is vezethet a folyamatosan adott egyre súlyosabb viszontválaszok eredményeképpen. Így esetleg mindkét oldal jobban meggondolná, hogy mikor, mit és meddig tesz és inkább az egyre enyhébb viszontválaszok felé menne el. („A szemet szemért elv csak oda vezet, hogy az egész világ megvakul” - Gandhi)
Fõként, mivel 1. a Hamasz katonai erõvel nem gyõzhet, 2. a nagy számú terrorakció elidegeníti Izraelt a békefolyamattól, 3. nagyon nagy számú/intenzitású terrorakciók esetén Izrael úgy szállhatja meg újra a Gázai-övezetet, hogy azt senki fogja (aki tudná, az nem fogja akarni, aki akarná, az nem fogja tudni) megakadályozni, 4. Gáza újbóli megszállása lényegében állandósítani fogja Izraelben a terrort, aminek következménye ugyanakkor jobban sújtja majd a palesztinokat, mint Izraelt, mert mind az áldozatok száma, mind az életkörülmények alakulása a palesztinok számára lesz sokkal kedvezõtlenebb.
Míg a gazdasági prosperitás a diktatórikus társadalmakat viheti el (egyéb feltételek megteremtése esetén, mint például a demokrácia felé hajló támogatása) a demokratikusak felé, addig a katonai erõk bevetése a demokratikus társadalmakat viszi a diktatórikusak felé. (és míg elõbbinek évek kellenek az építésre, utóbbi ezt hetek alatt képes lerombolni)
Meg lehet nézni a gázai övezettel szembeni szankciók és erõsödõ katonai mûveletek hatását, meg a kivonulás és a katonai akciók csökkentése, Ciszjordániai gazdasági fejlesztések megindulása hatását, hogy melyik vitte kedvezõbb irányba a palesztin társadalmat, melyikkel nyert teret a Fatah és melyikkel a Hamasz.
A katonai veszteség balra, a civil veszteség jobbra tolja a társadalmakat. Épp ebbõl a szempontból különleges a terrorista, s válik különösen fontossá katonai létének igazoltsága vagy igazolatlansága (utóbbi esetben ugyanis nem terrorista, hanem egyszerû civil), mert ettõl függ azután, hogy a társadalom elmozdulása kifele békésebb vagy harciasabb irányba történik e.
Az izraeli-palesztin rendezésénél az lenne szerencsés, hogy már a tényleges folyamatban egyre kevesebbet adni (a dohányzásról vagy drogról való leszoktatáshoz hasonlóan) izraeli oldalról a palesztin felé, mintegy így szoktatva le õket a többet és még többet magatartásról.
Azaz arról, hogy ha kapnak valamit, akkor még akarjanak. (A békekötés nagyobb igazságosságát segíti elõ az, ha a felmerült pontokat nem külön-külön lezárva, hanem egyben tárgyalják (mivel így – siker esetén – a sok kérdésben egy nagy egyensúly jön létre; míg elaprózva sok kicsi, ami így azután már könnyebben támadható), a nagyobb igazságosság pedig magának a megkötött békének az elfogadottságát és ezzel a majdani betarthatóságát segíti nagyban elõ.)
Ha a folyamatban egyre többet ad Izrael, akkor ez a gondolkodás jó eséllyel megmarad, gyakorlatilag még bátorítva is van és sokan lennének, akik a már véglegesnek szánt békeszerzõdés után is még többet és többet szeretnének. Ha viszont elõször a legnagyobb gondokat rendezi Izrael, majd a kissebbeket és még kissebbeket, elõre eltervezetten lépésrõl-lépésre, akkor a palesztinok is jobb eséllyel szoknak hozzá ahhoz, hogy a békéért cserébe egyre kevesebbet kapnak és végül már csak a javuló gazdasági helyzettel beérjék. (Nyilván mindegyik esetben lesz persze ellenállás, lesznek akik többet és még többet akarnak, de utóbbi esetben talán jóval kevesebben és emiatt is könnyebben kezelhetõek, azaz könnyebb lesz megtartani egy demokratikus választáson a palesztinoknak majd a békés többséget és biztosítani a két állam békés együttélését.)
Emiatt én úgy gondolom, hogy a végrehajtást majd a szent helyek kérdésének rendezésével lenne célszerû kezdeni, azután Jeruzsálem státusának rendezésével, majd lépésenként elõbb a legnagyobb és legjelentõsebb, majd egyre kisebb és jelentéktelenebb területek átadásával.
Ez ráadásul azt is magával hozná, hogy a szélesebb arab társadalom is hamarabb mögé állna a folyamatnak, mert a határokon túl és a fundamentalizmust mintegy vallási alapon leginkább fûtõen a szent helyek és valamelyest már kevésbé Jeruzsálem kérdésének van (ezzel szemben a nyomor és a szenvedés elsõsorban a tanultaknál jelentkezhet disszonanciaként, de persze a szenvedés minden jóérzésû embernél is), így ezek rendezése megerõsítené a szélsõséges vallási fundamentalizmussal küzdõ arab vezetõket a népük körében, azaz nagyobb teret adna nekik a velük szemben való fellépésre. (a szélsõségesen vallásosakkal nagyon sokan nem a szélsõséges vallási felfogás, hanem egyéb szempontok miatt tartoznak egy táborba, a nyugati világon belüliek vagy mondhatni: a muzulmán világon kívüliek pedig különösképpen nem vallási alapon)

Itt következett az a bizonyos nyugodtabb fél év. (melynek során azután a Kadima nem tudott kormányt alakítani, és a Genfi-kezdeményezés (izraeli béketerv) egyik vezető alakja Yossi Beilin - izraeli baloldali képviselő - októberben kijelentette, hogy nem indul a következő (azaz a jelenlegi kormányt létrehívó) választásokon. Aztán decemberben:
